Before the end of this year, the unelected National Highway Traffic Safety Administration will decide whether or not to begin the rule making process to mandate that newly manufactured cars include what is being called “vehicle-to-vehicle” (V2V) communications technology that constantly broadcasts via radio wave the car’s location, direction, speed and, possibly, even the number of passengers it is carrying.
NHTSA sees this technology as the first step on a “continuum” of automotive evolution that will ultimately lead to fully automated vehicles navigated by internal electronics linked to external infrastructure, communications and database systems reports CNS News.
The government would the capability to exert increasing control over when, where, if--or for how much additional taxation--people are allowed to go places in individually owned vehicles. It could also give government the ability to track where people go and when.
There would be six components that would be deployed in vehicles equipped with V2V. These included:
a Dedicated Short Range Communications (DSRC) radio that “receives and transmits data through antennae,”
a GPS receiver that “provides vehicle position and time to DSRC radio” and “provides timekeeping signal for applications,”
an “internal communications network” that incorporates the “existing network that interconnects components” in the vehicle,
an electronic control unit that “runs safety applications,”
a driver-vehicle interface that “generates warning[s] issued to driver,”
a memory that “stores security certificates, application data and other information.”

Christopher Calabrese, American Civil Liberties Union legislative counsel, told The Washington Times that while the FAA’s requirement for public disclosure of data and retention policies are needed and welcome, the safeguards do not go far enough reports the Washington Times.
“It’s crucial that as we move forward with drone use, those procedural protections are followed by concrete restrictions on how data from drones can be used and how long it can be stored. Congress must also weigh in on areas outside of the FAA’s authority, such as use by law enforcement and the Department of Homeland Security, which have the ability to use drones for invasive surveillance that must be kept in check,” Calabrese said.
Legislation has been introduced by Sen. Edward J. Markey, Massachusetts Democrat, and Rep. Ted Poe, Texas Republican, and Rep. Zoe Lofgren, California Democrat.
If passed, this legislation would require law enforcement agencies to obtain warrants before using drones to collect surveillance data on U.S. soil. “People are really worried about drone use. You see it in a huge number of state bills and laws, and I think the FAA needs to understand that if they don’t address privacy issues then drones are not going to be a useful technology,” he said. “Privacy can’t be swept under the rug.”

Now we have Edward Snowden saying that calls for more oversight of government intelligence agencies showed he was justified.
In "A Manifesto for the Truth" published in German news magazine Der Spiegel on Sunday, Snowden said current debates about mass surveillance in many countries showed his revelations were helping to bring about change.
"Instead of causing damage, the usefulness of the new public knowledge for society is now clear because reforms to politics, supervision and laws are being suggested," the 30-year-old ex-CIA employee and NSA contractor wrote reports Reuters News.
"Citizens have to fight against the suppression of information about affairs of essential importance for the public. Those who speak the truth are not committing a crime," said Snowden.
"We have a moral duty to ensure that our laws and values limit surveillance programs and protect human rights," he wrote.
Snowden is in Russia, where he has been given asylum for at least a year.
In an open letter to Germany last week, Snowden said he was counting on international support to stop Washington's 'persecution' of him.
His revelations about the reach and methods of the NSA, including the monitoring of vast volumes of Internet traffic and phone records, have angered U.S. allies from Germany to Brazil.
Admirers have called Snowden a human rights champion. Others say he is a traitor for stealing information from the NSA after vowing to respect its secrecy policies and then fleeing first to Hong Kong and then to Russia with classified U.S. data.
In the manifesto published on Sunday, Snowden said mass surveillance was a global problem that needed global solutions and added that secret services' "criminal surveillance programs" jeopardized individual privacy, freedom of opinion and open societies.
The existence of spying technology should not determine politics, he said: "We have a moral duty to ensure that our laws and values limit surveillance programs and protect human rights".

Gun-Grabber Dianne Feinstein's Committee Passes Bill 11 to 4 That ExpandsNSA Powers

Just days after pretending outrage over reports of widespread surveillance of foreign leaders by the National Security Agency, gun grabber Senator Dianne Feinstein (D-Calif.) pushed through the Senate Intelligence Committee on an 11-4 vote a bill that enshrines the bulk collection of Americans' phone call records into law, and expands the agency's authority to track foreign nationals who enter the United States.
Sponsored by Leftist chairwoman Dianne Feinstein, the bill lets the NSA continue to collect phone metadata of millions of Americans for renewable 90-day periods, and allows the government to retain it. Some legislators have alternatively proposed letting phone companies hold the metadata. It passed the committee by an 11-4 vote Thursday afternoon, paving the way for a full Senate vote.
Further codifying current practice, the bill allows analysts to search through the data when if they suspect there is a “reasonable articulable suspicion” that a suspect is associated with international terrorism reports the Huffington Post.
The bill is a direct challenge to one introduced Tuesday by senator Patrick Leahy that would end domestic phone-records collection. It was also opposed by leading intelligence committee member Mark Udall, who said it did not go far enough says the Guardian.
"The NSA's invasive surveillance of Americans' private information does not respect our constitutional values and needs fundamental reform, not incidental changes. Unfortunately, the bill passed by the Senate intelligence committee does not go far enough to address the NSA's overreaching domestic surveillance programs," Udall said.
Udall is a co-sponsor of a bill introduced earlier this week by Rep. James Sensenbrenner (R-Wisc.) and Sen. Patrick Leahy (D-Vt.) that would end the NSA's bulk collection of phone call records. The passage of Feinstein's bill sets up a confrontation with Leahy's Judiciary Committee over what version of NSA reform Congress will produce.
Another Democratic member of the committee, Ron Wyden, said the bill maintains "business as usual" and "remains far from anything that could be considered meaningful reform".
"The Feinstein bill is terrible and would make things worse. I think the Leahy-Sensenbrenner bill begins to address some of the problems" with the NSA, said Jennifer Granick, director of civil liberties at the Stanford Center for Internet and Society.

Our Masters in Washington claim this new spying is to improve their understanding of social media footprint and to assess how Tweets can be used as “change-agents” for health behaviors.
The NLM, a division of the Obama run Department of Health and Human Services (HHS), will have software installed on government computers that will store data from social media as part of a $30,000 project announced last week.
“The world-wide explosion in the use of social media provides a unique opportunity for sampling sentiment and use patterns of NLM’s ‘customers’ and for comparing NLM to other sources of health-related information,” the agency said reports the Washington Free Beacon.
“By examining relevant tweets and other comments,” the contract said, “NLM will gain insights to extent of use, context for which information was sought, and effects of various health-related announcements and events on usage patterns.”
Specifically, NLM will look at the “value of tweets and other messages as teaching tools and change-agents for health-relevant behavior.”
OhMyGov Inc., a media company that specializes in the promotion of government agencies, will be paid $30,660 to monitor social media for NLM for one year.
The company will install software on computers at NLM headquarters in Bethesda, Md. to “maintain a comprehensive ‘universe’ of social media data.” Government bureaucrats will be trained on the software so they can search the database for health-related content.
“Content from Twitter, Facebook, blogs, news sites, discussion boards, video and image sharing sites will be maintained by the Contractor and kept up-to-date in a timely manner and made available for query by Government,” the contract said.
When asked by a vendor if they are interested in storing the data for “historical analysis,” NLM said “Yes.”

Through a press release, Socrata announced a “strategic investment and technology development agreement with In-Q-Tel (IQT), the independent strategic investment firm that identifies innovative technology solutions to support the missions of the U.S. Intelligence Community,” reports Infowars News.
“Under the agreement, IQT will make a strategic investment in Socrata,” the press release states. “The two entities will work together to further develop Socrata’s data consumerization platform for internal business analysts in data-rich organizations.”
“Users of Socrata’s technologies can transform raw data from multiple sources into more sophisticated and useful resources.”
In other words, Socrata will work with the CIA and other intelligence agencies to transform raw data into a format easily utilized and accessible to the intelligence community.
The CIA’s interest in Socrata is crystal clear considering that the Department of Health and Human Services is establishing a centralized Federal Data Services Hub, a comprehensive database of Americans’ private information made available to multiple federal entities.

More than two million people in China are employed by the government to monitor web activity, state media say, providing a rare glimpse into how the state tries to control the internet.
The Beijing News says the monitors, described as internet opinion analysts, are on state and commercial payrolls.
China's hundreds of millions of web users increasingly use microblogs to criticize the state or vent anger.
Recent research suggested Chinese censors actively target social media reports BBC News.
The report by the Beijing News said that these monitors were not required to delete postings.
They are "strictly to gather and "analyze" public opinions on microblog sites and compile reports for decision-makers", it said. It also added details about how some of these monitors work.

Tang Xiaotao has been working as a monitor for less than six months, the report says, without revealing where he works.

"He then monitors negative opinions related to the clients, and gathers (them) and compile reports and send them to the clients," it says.
The reports says the software used in the office is even more advanced and supported by thousands of servers. It also monitors websites outside China.
China rarely reveals any details concerning the scale and sophistication of its internet police force.
It is believed that the two million internet monitors are part of a huge army which the government relies on to control the internet.
The government is also to organise training classes for them for the first time from 14 to 18 October, the paper says.
But it is not clear whether the training will be for existing monitors or for new recruits.
The training will have eight modules, and teach participants how to analyse and judge online postings and deal with crisis situations, it says.
The most popular microblogging site Sina Weibo, launched in 2010, now has more than 500 million registered users with 100 million messages posted daily.

One airman was told that even thinking that homosexuality is a sin is discriminatory.

Evangelical Christian airmen at Lackland Air Force Base are facing severe threats and retribution for their religious beliefs and some personnel have been ordered to publicly express their position on gay marriage.
“There is an atmosphere of intimidation at Lackland Air Force Base,” said Steve Branson, the pastor of Village Parkway Baptist Church in San Antonio. “Gay commanders and officers are pushing their agenda on the airmen. There is a culture of fear in the military and it’s gone to a new level with the issue of homosexuality,” reports Fox News.
Branson tells me at least 80 airmen attended a private meeting at the church where he heard them voice their concerns about religious hostilities at the Air Force base. It was a standing-room only crowd.
“The religious persecution is happening,” the pastor said. “It’s getting bigger every day. Gay and lesbian airmen can talk about their lifestyle, but the rest have to stay completely quiet about what they believe.”
Among those at the church meeting was Senior Master Sgt. Phillip Monk. The 19-year veteran was punished after he refused to tell his lesbian commander his position on gay marriage. I was the first reporter to tell his story.
Monk, who had a spotless record, filed a religious discrimination complaint against the Air Force. When he showed up for a meeting about the complaint, he was accused of giving false statements to me – and was subsequently read his Miranda Rights.
Monk is now facing a possible court martial.
So far, Monk is the only airman willing to go on the record. Others are terrified that they will face similar repercussions. But that’s not stopping them from speaking off-the-record.
“All the guys who are active say they want to speak but they are still afraid because they see what happened to Phillip,” the pastor told me. “Guys who are good men are afraid to do anything because it will hurt them, cost them their career.”
One airman was told that even thinking that homosexuality is a sin is discriminatory.
“A commander told him, ‘Don’t you understand discrimination – that your thought process is discrimination?’” Pastor Branson said. “The commander actually pulled up the definition of discrimination on Wikipedia and read it to him in front of everyone so he would understand what it was.”
The parent of a 19-year-old Christian airman said their son was directed to disclose his religion during Basic Training.
“What’s your religion, little boy?” a master sergeant asked the young man. When he answered “Christian” he had to repeat Basic Training.
One member of the military was written up for having his Bible out – while a Muslim was allowed to publicly display a prayer rug.
A colonel told the pastor that officers are being ordered to publicly affirm and promote homosexuality.
“The colonel told me he hasn’t been asked to do so, but if it did, he would refuse the order,” the pastor said.
“They’re getting mirandized several times a month – but most of the accusations never stick,” Branson tells me. “Branson said he’s getting email and letters from military personnel across the country – telling him their stories of religious persecution – and asking for help.
Gen. Jerry Boykin (ret.) told me he’s not surprised to hear about the assault on religious liberty within the Armed Forces.
“It reinforces what we’ve been saying,” Boykin told me. “There is an orchestrated attack on Christians in the military and at this stage the Air Force is the worst.”

NSA Director Keith Alexander dodged questions by a senior member of the Senate Intelligence Committee about whether the agency has ever tried to augment its broad collection of virtually all Americans’ phone-call records by gathering data that would indicate the callers’ locations. He noted that intelligence officials had given a classified answer to the question reports the Washington Post.
“Is it the goal of the NSA to collect the phone records of all Americans?” Sen. Mark Udall (D-Colo.) asked.
“I believe it is in the nation’s best interests to put all the phone records into a lockbox that we could search when the nation needs to do it, yes,” Alexander said.
Senators Ron Wyden (D-Ore.), Udall and other lawmakers have introduced reform legislation that would, among other things, end the phone records collection, while allowing for a more limited program.
On Thursday, Wyden accused U.S. officials of not being more forthcoming about intelligence-collection programs.
“The leadership of your agencies built an intelligence-collection system that repeatedly deceived the American people,” he said. “Time and time again, the American people were told one thing about domestic surveillance in public forums while government agencies did something else in private.”
At the start of the hearing, the Democratic chair of the committee, Diane Feinstein, outlined a separate bill she is introducing with Republican vice-chairman Saxby Chambliss.
Their proposed legislation broadly echoes the small tweaks the intelligence establishment says it will consider, but does not go further.
Republican Senator Chambliss defended the unconstitutional spying and said that "while we are here in large part because of the Snowden leaks", they had caused huge damage to the US and its interests and "would ultimately claim lives", something he said Snowden should be held to account for.
The Feinstein-Chambliss bill would also widen the powers of the NSA, allowing laws that authorise foreign spying to be continued for a period of time after targets enter the United States. Never mind that the 4th Amendment requires a search warrant.

Democrat Jay Rockefeller said that public "misunderstandings" of the unconstitutional spying risked dismantling a system of surveillance that has taken a decade to construct in the aftermath of the September 11 attacks. "You don't build a Roman fort and then build another one next door because you've made a mistake," he said.
Democratic Senator Ron Wyden who, as a member of the committee, has for years been privy to classified briefings that he cannot discuss in public. "You talk about the damage that has been done by disclosures, but any government official who thought this would never be disclosed was ignoring history. The truth always manages to come out," he said.

The DHS is set to test new facial recognition technology at the the Tri-Cities Americans home opener at Toyota Center in Kennewick next weekend as part of its long term mission “to identify terrorists and criminals in public areas.”
The DHS will work with the Pacific Northwest National Laboratory to run the test during a portion of a game on September 21.
Hockey fans who don’t want to become an unwitting part of the test will have to follow signs routing them away from the cameras.
PNNL staff members will participate in the test, which will attempt to match their identities with photographs as they move around the stadium reports Infowars News
The staffers will wear ankle bracelets which will send a signal to the cameras when they are close enough to be photographed and matched with the still shots.
Researchers admit that “a hockey fan’s face could be incorrectly identified as the person for whom the video is searching,” but Patty Wolfhope, program manager at the Department of Homeland Security, claims that no names will be collected….at least not for now.
“I think it’s in our best interest to help facilitate the development of the technology,” said Cory Pearson, executive director of VenuWorks, which operates the center. “It’s in everybody’s best interest.”
Critics of how surveillance powers are increasingly being abused in light of the plethora of recent NSA scandals probably won’t see facial recognition technology being in the best interests of those who still value privacy.
The Electronic Privacy Information Center (EPIC) recently highlighted the fact that the DHS’s ‘Biometric Optical Surveillance System (BOSS)’ has no in-built privacy safeguards and that databases of facial profiles may not be limited to just criminals and terrorists.
“Based on the documents that we received, that’s an educated guess or a speculation and not a certainty that’s what DHS intends to do,” said EPIC’s Julia Horowitz.
Face scanning cameras are already being used in a number of different commercial applications, stoking fears that we could be sleepwalking into a Minority Report-style world of high-tech invasive advertising.

All European Union cars could be fitted with devices that stop them going over 70 mph.
Under the proposals new cars would be fitted with cameras that could read road speed limit signs and automatically apply the brakes when this is exceeded.
Patrick McLoughlin, the Transport Secretary, is said to be opposed to the plans, which could also mean existing cars are sent to garages to be fitted with the speed limiters, preventing them from going over 70 mph reports the UK Telegraph.

The new measures have been announced by the European Commission’s Mobility and Transport Department as a measure to reduce the 30,000 people who die on the roads in Europe every year.
A Government source told the Mail on Sunday McLoughlin had instructed officials to block the move because they ‘violated’ motorists’ freedom. They said: “This has Big Brother written all over it and is exactly the sort of thing that gets people's backs up about Brussels.
“The Commission wanted his views ahead of plans to publish the proposals this autumn. He made it very clear what those views were.”
The source claimed one of the reasons he was against the Intelligent Speed Adaptation (ISA) scheme is that the UK has a better road safety record than other European countries – with 1,754 people dying in road accidents last year compared to 3,657 in Germany.
The scheme would work either using satellites, which would communicate limits to cars automatically, or using cameras to read road signs. Drivers can be given a warning of the speed limit, or their speed could be controlled automatically under the new measures.
A spokesman for the European Commission said: “There is a currently consultation focusing on speed-limiting technology already fitted to HGVs and buses.
“Taking account of the results, the Commission will publish in the autumn a document by its technical experts which will no doubt refer to ISA among many other things.”

Australia - Satellites may control your car

The transport authorities’ obsession with the speeding has taken a step further. The Victorian Government will soon begin testing a device that can electronically slow a car using satellite technology.
The project is dubbed AISAI, Australasian Intelligent Speed Adaptation Initiative, and will be the first of its kind in Australia.
The first guinea pigs will be Victoria Police Chief Commissioner Christine Nixon, a former Victorian coroner plus other Victorian Government ministers and an estimated 45 other participants.
According to the Herald Sun, all state and territory governments as well as New Zealand have been in talks to introduce the system for some time. Depending on results, the project will move to NSW and Western Australia later reports Car Advice News.
The system will cost anywhere between $700 and $2000 per vehicle to install and it is expected to find its way into government fleet cars first.
So how does it work? It’s not that different to your every satellite navigation – only that it interfaces with your car’s electronic systems. It knows where you are and it has a database of all speed limits on Australia roads.
Firstly it works out how fast you’re going by taking an average reading of your changing position divided by time -it then runs the speed past the database to see if you’re breaking the speed limit – then begins the pain.
There are three levels of operation:
Level one will simply give you an annoying audible warning when you go over the speed limit,
Level two starts to cut power to the engine to slow you down by force – but can be overridden or ignored,
Level three is like level two only that the system now overrules you, and won’t allow the car to speed regardless of what colourful words you will use against it.
Queensland transport, which despite a massive surge in speed cameras failed miserably in reducing the state’s road toll last year, has already come out and said the system can reduce serious accidents by an enormous 20 per cent.
But wait, it gets better. The Herald Sun also quoted in its original report that an unnamed Victorian government website has gone even one step further, suggesting that almost 60 per cent of road fatalities can be cut if the system was fitted to all cars.
Previously we would say that the state governments are looking for the cheap way out to fix the road toll epidemic, but this is no cheap option. With the estimated cost of $700-$2000, the money would be far better spent introducing mandatory advanced driver training classes to improve driving skills and reiterating the road rules.
