Oakland's City Council voted to move ahead with controversial city surveillance center during a raucous council meeting Tuesday morning that only ended when the police cleared out the chambers.

The council voted 6-1 to approve an incremental resolution allowing the city to hire a new contractor to assemble the Domain Awareness Center, a surveillance hub that would allow police and city officials to continuously monitor video cameras, gunshot detectors and license-plate readers across the city.

Dozens of Oakland residents, deeply worried the center would allow the city to spy on people's everyday lives, tried to turn the resolution into a referendum on surveillance and persuade council members to stall, or scrap, the process reports the San Francisco Chronicle.

"Nobody in Oakland wants to be monitored 24/7," said Oakland permaculture designer Ryan Rising, 25. "I see it as a pilot program for other cities to build their own surveillance centers."

But the effort didn't seem to change many minds, even as members of the council struggled to discuss the issue over deafening chants of protesters demanding the council delay a decision: "Table it! Table it! Table it!"

"I call to question," Council President Pat Kernighan yelled at her colleagues over the din, indicating it was time to vote. "Can you guys hear me? I call to question!"

Six members of the council approved the resolution in a voice vote. Councilwoman Lynette Gibson McElhaney voted against the resolution, saying later that she had too many unanswered questions about the process of completing the center. Councilman Larry Reid was absent. As forceful chants of "Shame! Shame! Shame!" broke out after the vote, Kernighan asked police to empty the chamber.

At issue is the domain center, a proposed city and port project to link dozens of traffic and surveillance cameras with police and fire dispatch systems, Twitter feeds, crime maps, gunshot-detecting microphones and alarm programs.

City officials say the center, which will eventually cost $10.9 million in federal grants, would allow authorities to improve their response to crime, terrorism, earthquakes, fires or hazardous materials incidents.

Once it is operational in July 2014, the center on Martin Luther King Jr. Way will be monitored 24 hours a day by a police officer, a police analyst and a person from the Port of Oakland.

City officials claimed the center would mostly be used during emergencies (Bullshit) like earthquakes, fires, protests and tsunamis, but many residents were skeptical.

"I don't want to live in a city that is testing this giant surveillance system, because I believe it is going to be used to criminalize normal existence," said Magdalena Kazmierczak, 24, who lives in West Oakland.

The number of permits pulled to make porn films in Democrat controlled Los Angeles County has declined an estimated 95 percent — from about 480 issued in 2012 to only 24 through the first nine months of this year — since a law requiring adult film actors to use condoms took effect, officials said Friday.

Film LA, a private nonprofit that issues permits for filming in Los Angeles County, cautioned that its 2012 figures were just an estimate because it did not specifically track porn films until the condom requirement took effect in March 2012 reports the Associated Press.


Now that it does, the organization said only 24 permits were issued this year as of mid-September.

The adult film industry trade group, the Free Speech Coalition, said those numbers show the law adopted by voters is costing the county hundreds of thousands of dollars.

The Los Angeles Times reported that the porn industry employs about 10,000 people as actors or in technical supporting jobs.

Larry Flint of Hustler said, "We won't be doing anything in Los Angeles."  He is already making plans to shift production to Mexico, Arizona or Hawaii.

The group's executive director, Diane Duke, said a typical porn film permit costs about $1,000, meaning the county lost about $456,000.

"And if you think about the associated vendors and jobs that have gone elsewhere, I think that speaks volumes about what this is costing," she said.

Duke said some filmmakers went to neighboring counties, while others headed out of state.

Some smaller producers could also be forgoing permits to keep from drawing attention to themselves.

If an updated draft of Bill AB 640 goes into effect eye protection would be required during filming sex scenes, according to the proposed legislation.

Sexy lab technicians and plastic-coated germaphobes may soon be the hot new ticket in porn. And not by kinky viewers' choice.

The latest version of a California worker safety bill may require adult film actors to wear items like protective goggles while filming sex scenes reports the New York Daily News.

An updated draft of Bill AB 640 would not only prohibit state-wide performers from ejaculating onto the genitals, mouth or eyes, but require employers to provide "barrier protection" eyewear as well.

Bill AB 640 is currently awaiting review in the senate. If approved it would require "personal protective equipment" to "prevent contact of an employee's eye; skin, mucous membranes, or genitals with the blood or OPIM-STI of another."

The California Division of Occupational Safety and Health defines OPIM-STI as any bodily fluids, including fecal matter and those from wounds or sores.

This latest proposal comes exactly one year after condoms were mandated during filming of vaginal and anal sex scenes in Los Angeles County to prevent the spread of sexually transmitted diseases.

The People's Republic of California  -  The leftist SEIU representing health care workers filed two ballot initiatives in the People's Republic that seek to place wage and price controls on hospitals in the state.

The Service Employees International Union-United Healthcare Workers West delivered the measures to the Attorney General's Office on Friday. The union is aiming to qualify them for the November 2014 ballot.

The Fair Healthcare Pricing Act would forbid hospitals from charging more than 25 percent above the cost of patient care while the Charitable Hospital Executive Compensation Act would make it illegal for nonprofit hospital executives to receive more than $450,000 in annual compensation.

Proponents estimate the measures would reduce prices by more than $2.5 billion a year reports the Fresno Bee.

Dave Regan, president of the 150,000-member SEIU-United Healthcare Workers West, said the union endeavors to engage the hospital industry in a public debate about rising costs.

"Their unwillingness to date to really take seriously the call to reform the increasing cost and frankly uneven quality around the state has led us here today," Regan told reporters in Sacramento. "We fundamentally believe that these measures are not only good policy but they represent the desires and the aspirations of a huge majority of Californians."

Jan Emerson-Shea, a spokesman for the California Hospital Association, said the organization was disappointed the union filed the initiatives.

"They put a cloud over the accomplishments that have been mutually beneficial to health care workers, hospitals and patients," Emerson-Shea said.

• The Race Card!  A California high school is called racist for having a "mean" looking Arab as their sports mascot. 
• I guess depicting pride, strength and power in schools is old fashioned.  Much better for the students to be taught that weakness and cowering in fear of political corrected lawsuits is the way to live your life.

The pretend "civil rights" group, the American-Arab Anti-Discrimination Committee, accused a Coachella Valley High School of stereotyping and demanded a name change.

The group also is seeking a change of the school mascot.

 

The group said it was "shocked to learn that the Arab" is the official mascot of the high school in Thermal.

 

 

"Continued use of the 'Arab' mascot perpetuates demeaning stereotypes of Arabs and Arab Americans," it said. "Coachella Valley High School's gross stereotyping cannot be tolerated," reports CNN News.

 

The school has a mascot that "depicts a man with a large nose, heavy beard, and wearing" a traditional head covering, the group said.

 

During halftime, "a female dressed as belly dancer entertains the mascot by dancing for him," it added.

 

But for the school, the mascot and cheerleaders shouting "Let's go, Arabs, let's go" are nothing new. The mascot dates back to the 1930s.

The Arab mascot recognizes the influences of the Middle East in the area's date farming, said Rich Ramirez, president of the Coachella Valley High School Alumni Association and a 1959 graduate of the high school.

 

In the early 1900s, the U.S. Department of Agriculture acquired date shoots from Iraq and other Middle Eastern countries and used them to establish date orchards in the valley's desert climate, Ramirez said.

 

Some of the valley's Arab-Americans -- largely of Lebanese background -- were involved in date farming, but they mostly ran men's apparel stores and groceries, Ramirez said.

The People's Republic of California  -  Don't expect to see teens standing on corners waving signs at motorists encouraging them to participate in a school car wash any time soon in San Jose.

 

While car washes have become a favorite tool for school clubs, teams, cheerleaders and classes to raise funds for trips, uniforms or supplies, the liberal Democrat run city of San Jose is now saying stop.

This is what happened to Lincoln High School cheerleaders  trying to raise money to attend a national competition in April. The San Jose Mercury News reports that local environmental officials warned the high school cheerleaders that their car wash violated the city’s water discharge laws.

“We had a visit from the city of San Jose Environmental Services Department who said that the car washes at Hoover [Middle School] are in violation of water discharge laws, therefore we had to cancel this and all future car washes,” said an email that was sent out to neighborhood email lists on Oct. 18.

“Anything that is not storm water or rain water is considered a pollutant,” said Jennie Loft, acting communications manager for San Jose’s Environmental Services Department.

“If it goes into a storm drain, that pollutant will harm wildlife and habitats in the creeks. Water goes directly from the storm drains into our creeks.”

The city intervened in response to two complaints received about the car wash events Lincoln High Schoolers had been holding at Hoover Middle School. City officials reached out to school and district staff to give them information on how to prevent pollutants from getting into storm drains.

Asked if the city came out in response to complaints, Loft wrote in a follow-up email, "The City of San Jose responded to two complaints, one about a month ago and one last week, re: the Lincoln High School Car wash events held at Hoover Middle School.

"Our staff responds to complaints to ensure that pollutants do not go directly into our storm sewer system since it flows into local creeks, and the SF Bay and Delta.

"As part of our protocol when we received these complaints, our staff reached out to staff at Lincoln High School and San Jose Unified last month to provide information about preventing pollutants into storm drains.

"Our staff also met directly with Lincoln High School Staff last week."

If you’re sick and tired of TV news broadcasts spewing pro-Obamacare propaganda, get ready to be inundated with even more progressive health care proselytizing in the dramas and comedies that follow those news shows.

For this you have the left-wing California Endowment to thank. The radical philanthropy is in the news because it is funding Obamacare public outreach efforts.

As Newsmax reports, the Obama administration is “turning its focus on prime time television series, using the influential platform and the power of celebrity to spread the word about its healthcare initiative.”

With the White House’s blessing, the University of Southern California’s Annenberg Norman Lear Center, which has something called a “Hollywood, Health & Society program,” has accepted a $500,000 grant from the left-wing California Endowment to help TV producers condition the masses into supporting Obama’s Soviet-style health care program.

USC will aim to keep producers, writers, and directors up to speed so they can incorporate the latest information into their storylines. It will also generate public service announcements to match the TV shows’ storylines.

“Our experience has shown that the public gets just as much, if not more, information about current events and important issues from their favorite television shows and characters as they do from the news media and online resources,” said Martin Kaplan, who heads the USC program, in a statement. “This grant will allow us to ensure that industry practitioners have up-to-date, relevant facts on health care reform to integrate into their storylines and projects.”

Half of the funding will be devoted to Spanish-language programming.

The USC program's advisory board contains several influential television executives, Deadline Hollywood found. Among them Jennifer Cecil, co-executive producer of "Hostages," Vince Gilligan, creator of "Breaking Bad" and Chris Nee, the executive producer of Disney Jr.'s "Doc McStuffins."

They join several high profile actors and actresses who have stepped up to lend their names and time to promoting the Obamacare message to a mass audience. Most recently, Academy Award-winning actress Jennifer Hudson completed a viral parody video of the popular "Scandal" series, which is set in a fictional White House, for Will Ferrell's "Funny or Die" online spots.

In July, a group of celebrities, including Hudson, visited Washington to meet with the president and his staff and to learn what they could do to assist in advance of the program's rollout, The Hollywood Reporter, said at the time.

"The president stopped by the meeting to engage artists who expressed an interest in helping to educate the public about the benefits of the health law," a White House official told the Hollywood Reporter. "The reach of these national stars spreads beyond the Beltway to fans of their television shows, movies and music—and the power of these artists to speak through social media is especially critical."

On Monday, October 7, with little fanfare, Cliff House’s owners Dan and Mary Hountalas decided to defy the government’s closure order and instead re-open for business, to the delight of the hundreds of tourists and locals who dine there every day.

When word leaked out that the Cliff House had re-opened, the local National Park Service office consulted with Washington, D.C., and then issued a second (and apparently firmer) order to the owners to re-close the restaurant; the owners were then forced to unwillingly comply for a second time last night at midnight:

The famed Cliff House restaurant has been forced to shut its doors for the remainder of the federal government shutdown, after it defied orders by reopening earlier this week.

How does the government save money by shuttering a profitable business? And a private one at that?

There are no federal employees at the Cliff House restaurant; a receptionist still manning the phones there today confirmed that all employees are paid by the restaurant’s owners, not by the government.

As the Cliff House’s own Web site notes, the restaurant is a “concessionaire” operating a business on Federal land — in this case, the Golden Gate National Recreation Area, which encompasses much of the Pacific shoreline along San Francisco and Marin counties — which means it is a private business which pays a fee to operate on government property.

Screwball Governor Jerry Brown signed legislation that will allow children in California to have more than two legal parents, a measure opposed by many conservative groups as an attack on the traditional family.

Leftist loon Senator Mark Leno (Socialist Democrat - San Francisco) said he authored the measure to address the changes in family structure in California, including situations in which same-sex couples have a child with an opposite-sex biological parent reports the Fresno Bee.

The law will allow the courts to recognize three or more legal parents so that custody and financial responsibility can be shared by all those involved in raising a child, Leno said.

“Courts need the ability to recognize these changes so children are supported by the adults that play a central role in loving and caring for them,” Leno said. “It is critical that judges have the ability to recognize the roles of all parents so that no child has to endure separation from one of the adults he or she has always known as a parent.”

The People's Republic of California  -  A student at a high school in Anaheim Hills said administrators ordered her to change out of a T-shirt that promoted the National Rifle Association.

Sophomore Haley Bullwinkle said when she wore her NRA shirt to Canyon High School last month, she landed in the principal’s office for violating the school’s dress code that forbids offensive, violent or divisive clothing.

“They were treating me like I was a criminal,” she said. “I was not allowed to wear that at school because it promoted gun violence,” reports CBS News Los Angeles.

The shirt, which was a gift from Bullwinkle’s father when he became a card-carrying member of the NRA, features a buck, an American flag and a hunter’s silhouette. It also has the words “National Rifle Association of America: Protecting America’s Traditions Since 1871” written in the center.

Bullwinkle’s father said he emailed the school’s principal to find out why his daughter had to change her shirt.

Principal Kimberly Fricker responded in an email, which said, in part, “The shirt had a gun on it, which is not allowed by school police. It’s protocol to have students change when they’re in violation of the dress code.”

The girl’s father, who has retained an attorney, now wants to know how the school defines violence. He said the drill team is allowed to twirl fake rifles and the mascot is a Comanche.

“I think that if you consider the hunter, the image of the hunter to be offensive, certainly there are groups that would consider the Comanche Indian chief to be offensive,” he said.

Democrats and Republicans joined arm-in-arm to nearly unanimously pass a bill upholding the Bill of Rights and refusing to cooperate with unconstitutional Federal actions.

California Governor Jerry Brown has signed a law barring state cooperation with any attempt by the federal government to indefinitely detain people. The legislation targets the 2012 National Defense Authorization Act (NDAA).

Brown signed into law AB351, which goes beyond any other state in rejecting federal indefinite detention power, according to the Tenth Amendment Center. The law reads, in part, “It is the policy of this state to refuse to provide material support for or to participate in any way with the implementation within this state of any federal law that purports to authorize indefinite detention of a person within California.”



The NDAA allows the US military to indefinitely detain anyone - sans charges or a trial - on the basis of “national security” concerns. The legislation has drawn a series of legal challenges and attempts in several states to limit its strength reports RT News.

California’s new law not only targets the NDAA provisions, but also any future federal law that grants officials open-ended detention powers.

Though the NDAA has not been used to date, both administrations of Presidents Obama and George W. Bush have claimed power to detain indefinitely without charge “enemy combatants” caught in Iraq, Afghanistan, and around the world at Guantanamo Bay and other prisons.

In September, Pulitzer Prize-winning journalist Chris Hedges announced that he would be taking part in a federal lawsuit demanding the Supreme Court weigh in on the constitutionality of the NDAA provision allowing for indefinite detention. 

That move was only the latest in a long legal saga following a legal victory with the appellate court of New York which last year declared Section 1021 of the NDAA unconstitutional. The Obama administration quickly appealed that ruling, and in July it was overturned. 

Hedges, who says he has illegally been held by the US government numerous times during his career as a foreign correspondent, wrote that the appellate court overturned the initial victory against the NDAA because “with respect to citizens, lawful resident aliens, or individuals captured or arrested in the United States, Section 1021 simply says nothing at all.”

“The court, in essence, said that because it did not construe the law as applying to US citizens and lawful residents we could not bring the case to court,” Hedges wrote in his September op-ed.
Hedges pointed out that the Supreme Court may never hear the case, as it receives some 8,000 requests each year. Out of those, it only hears between 80 and 100. 

California’s move against indefinite detention powers, however, marks a continuing trend among individual states. 

Last year, Virginia signed a bill into law prohibiting state cooperation with federal government attempts at indefinite detention. The state of Alaska then passed a similar bill.
